EU-India ICT Research Position Paper

A project sponsored by the European Commission under Framework Programme 7 (FP7), and supported by the Ministry of Information and Communication Technologies (MCIT), Government of India, is believed to be an ambitious strategic initiative with the core objective to enhance the impact of the significantly progressing EU-India research policy dialogues in the Information Technology domain.
In this framework, the project developed a ‘Position Paper’ containing EU-India joint ICT research priorities and policy recommendations, including specific research dimensions of the priorities shortlisted at the 6th EU-India ICT Joint Working Group (JWG) meeting held in March 2009 in Brussels. The Position Paper is the outcome of the discussions and deliberations of two Think Thank meetings held among high level EU-Indian ICT experts who are part of the Synchroniser Steering Committee (SSC).

On 23 January 2012 the Media Unit of EC INFSO had announced a public consultation workshop for the preparation of the FP7 ICT Work Programme 2013 (Objective 1.5). In the framework of this workshop, EC published a call for ideas and recommendations, based on which selected contributors invited for a short presentation at the workshop (Brussels, Belgium).
So, I got the opportunity to present also my idea, which is relative to the development of a QoE framework especially for cloud computing environments. All the presentations of the workshop are available for downloading at this web page (PRESENTATIONS).

Die 114. Montagsdemo war die vorerst letzte auf dem Schillerplatz. Für die nächsten zwei Wochen erteilte das Ordnungsamt keine Zusage, so dass vorerst auf den Marktplatz ausgewichen werden muss. Der Ver- sammlungsort für danach steht noch nicht fest und wird beim großen Ratschlag entschieden. Das waren gute Nachrichten von der Bühne, den der Marktplatz erscheint mir denkbar ungeeignet für unsere Montagsdemos. Abgelegen und momentan thematisch unpassend.

Weder der Minister, noch die ÖH und am allerwenigsten die Studierenden wollen die StEOP. Trotzdem werden seit 2011 Erstsemestrige lebenslang für ein Studium gesperrt, wenn sie die Eingangsprüfungen nicht bestehen.
Im März 2011 beschloss der Nationalrat die Einführung einer neuen Studieneingangs- und Orientierungsphase, kurz StEOP. Sie verändert die Studienpläne des ersten Semsters jener Studienrichtungen, die keine Zugangsbeschränkung haben.
Anhand neuer Prüfungen mit jeweils zwei Antrittsmöglichkeiten soll festgestellt werden, ob Studierende für das jeweilige Studium geeignet sind. Wer die Studieneingangs- und Orientierungsphase nicht besteht, ist lebenslang für das Studium gesperrt. Studierendenvertreter kritisierten schon bei der Einführung, dass die SteOP das erste Semster zur reinen Knockout-Phase machen würde. Ein Jahr später liegt ein erster Evaluierungsbericht vor.
2300 Erstsemestrige haben sich an „STEOPWATCH“ beteiligt, einer Umfrage der Österreichischen Hochschülerschaft. Wichtigstes Ergebis für ÖH-Vorsitzende Angelika Gruber: 70% der Studierenden finden, dass die StEOP keineswegs der Orientierung im Studium dient. Noch mehr Erstsemestrige kritisieren den Prüfungsmodus: “80% der befragten Studierenden haben angegeben, dass sie mittels Multiple-Choice-Prüfungen abgeprüft bzw. rausgeprüft worden sind”, so Gruber. “Zumindest kann man sagen, dass man nach der StEOP das System des Kreuzerltests gut beherrscht.”
Esel oder Eule?
Berühmtheit hat etwa die sogenannte “Eselsfrage” erlangt: Sie wurde bei einer Eingangsprüfung im Pädagogik-Studium gestellt und lautete: “Welches Tier ist symbolhaft für den Unterricht?” Als mögliche Antworten standen Esel, Eule, Tiger und Katze zur Auswahl. Für Wolfgang Weigel vom Verband der Universitätslehrerinnen und -lehrer ein Beispiel für eine problematische Art der Fragestellung: “Zu sagen, es gäbe nur eine richtige Antwort, ist in so einem Fall verfänglich. Eine offene Antwort kann nur dann erwartet werden, wenn eine Begründung folgt. Wenn man sagen kann: Ich sage Eule, weil…” Im Test für die Erstsemestrigen des Pädagogikstudiums war “Eule” jedenfalls die falsche Antwort. Der Esel repräsentiere den Unterricht, weil man unaufmerksamen Kindern in Schulklassen lange Zeit die “Eselsmütze” aufsetzte – so wurde das in der Vorlesung gelehrt.
Weigel verteidigt dabei die zuständige Lehrende, auch sie sei ein Opfer des Systems. Mit den Studierendenvertretern solidarisiert sich der Presse-Referent des UniversitätslehrerInnen-Verbands ebenfalls. “Wir sind ja die Bösen, die diese Prüfungen dann durchführen müssen. Aber wir sehen das, was hier geschieht, nicht als funktional angemessenes Modell an.”
Die Kombination aus Pädagogik- und Lehramts-Studien stellt überhaupt einen Sonderfall dar und zeigt eines der gravierendsten Probleme mit der StEOP. Stefan Kastel etwa studierte Lehramt Deutsch, Lehramt Geschichte und Pädagogik. Die Studieneingangsphasen der ersten beiden Fächer bestand er, die dritte verhaute er beide mal. Jetzt ist er für alle Lehramts-Studien an der Universität Wien gesperrt – lebenslang. Kastl engagiert sich bei der Initiative “Steop=Stop” – und hat das Studium gewechselt. Die ÖH kritisiert, dass die Träume von Studierenden, sich in ihren Interessensgebieten zu bilden und in diesen zu arbeiten, zerplatzen.
Ein Semester aufgrund einer verhauten Eingangsprüfung zu verlieren, kann aber auch den Verlust von Stipendium oder Familienbeihilfe bedeuten, weil man die in diesem Semester erforderlichen ECTS-Punkte dann vielleicht nicht erhält.
Problematisch ist für ÖH-Vorsitzende Janine Wulz außerdem die Verknüpfung der Studiengeingangsphase mit Visa: “Studierende aus Drittstaaten haben ein Studierenden-Visum. Dieses ist ganz spezifisch für ein Studium ausgestellt. Wenn sie in diesem Studium die StEOP nicht bestehen – schließlich gibt es nur eine Prüfungswiederholung – dann bedeutet das unter Umständen, dass sie ihr Visum verlieren.”
Alles in allem würde die StEOP nicht der Orientierung dienen, so Wulz, sondern sei eine Zugangsbeschränkung.
Keiner will sie
Auch Wissenschaftsminister Karl-Heinz Töchterle teilt die Kritik der Studierenden an der StEOP, zieht aber andere Schlussfolgerungen. Der Minister sieht sich bestärkt in seiner Forderung nach neuen Zugangsregelungen: “Dann brauche ich diese Studieneingangsphase nicht für etwas anderes zu missbrauchen als dafür, wofür sie gedacht ist. Sondern ich kann wirklich informieren.”
Die ÖH fordert eine prüfungsfreie Orientierungsphase, in der das Studium und auch die Berufsmöglichkeiten nach dem Studium vorgestellt werden. Marginale Verbesserungen wären für die ÖH zumindest eine Aufhebung der lebenslangen Sperren, eine Wiederherstellung des Rechts auf zumindest drei Prüfungswiederholungen, eine Anpassung des Studien-Beihilfesystems und eine Offenlegung der Daten zur StEOP seitens der Universitäten für weitere Evaluierungsschritte.

Cleaners Occupy the UV University of Amsterdam
After a few weeks of protests and negotiations, cleaners in The Netherland went on strike on the 27th of February. Yesterday, they occupied the VU University of Amsterdam with the help of dozens of activists with the intention of doing an ongoing sit-in. The contractors of the cleaning companies such as Philips, the ministries and the universities proceed to gradually cut back on cleaning expenses. The cleaning companies accommodate these cuts by increasing the workload extremely and worsening the working conditions. The cleaners do not ask for much, just for respect and the appreciation of their job, for paid sick leave and a normal workload.

Die EU-Kommission will ACTA an den Europäischen Gerichtshof verweisen, um zu prüfen, ob der Vertrag EU-Recht verletzt. Der britische Sozialdemokrat David Martin, der als Berichterstatter die ACTA-Debatte im Handelsausschuss des EU-Parlaments leitet, will ebenfalls den EU-Gerichtshof anrufen.
Doch anstatt sich der Anfrage der EU-Kommission anzuschließen, fordert Martin eine eigenständige Anfrage des EU-Parlaments. Da die Richter sich nicht allgemein zu ACTA äußern, sondern immer unter Bezug auf eine spezifische Fragestellung, könnte die Formulierung der Fragen die Entscheidung der Richter für oder gegen ACTA beeinflussen.

I like this photo. It tells so much about life. It is very impotant to make a state of mind to change your life the way you want it to change. Right now, I’m lying in bed and coughing my lungs out, while everybody else is outside in the sun with their friends. Yes, this really sucks, but guess what? Most habits are loops that we automatically repeat: a cue or trigger in our environment sets off our routine and the reward we get from the habit. Once we recognize this loop, we can develop a plan to change it. Here’s how.
Psychology and self-improvement blog The Emotion Machine notes that making a plan to act in a certain way at a certain time and place stacks the decks in our favor that we’ll be able to replace bad habits with new ones. These implementation intentions, in psychology terms, intercept the cue and the old routine and redirect to a new routine instead.
The basic idea is to form an if-then plan to help instill new habits. Write down and repeat your plan, such as, “If situation X arises, I will perform response Y.” X refers to the cue from your environment. Y refers to the new routine you want to replace with the old routine.
The key is to have that specific plan and know your triggers.
Some days you might miss your cue or you might really struggle and resort to your old habits, but that’s ok. It’ll take practice until the new habit loop is established. (And if this doesn’t work, don’t give up. There are lots of other things you can try to break bad habits, ultimately rewiring your brain for the better!)

While it’s pretty unlikely that you’re a target of deliberate brainwashing, it is likely that you’re subject to some of the common techniques associated with the less-than-ethical practice. Here are a few common methods you encounter on a regular basis and what you can do to avoid them.
First things first, what is brainwashing exactly? Wikipedia offers a concise definition:
Mind control (also known as brainwashing, coercive persuasion, mind abuse, thought control, or thought reform) refers to a process in which a group or individual “systematically uses unethically manipulative methods to persuade others to conform to the wishes of the manipulator(s), often to the detriment of the person being manipulated”.
- Basically, it’s a form of extreme manipulation. We often associate the practice with cults and don’t consider its presence in everyday life, yet the techniques used in brainwashing are frequently leveraged by advertisers, news networks, politicians, and others. Alex Long, writing for hacking blog Null Byte, provides an outline of some of the most common brainwashing techniques. Here are the most notable:
- The manipulator offers you a number of choices, but the choices all lead to the same conclusion.
- The same idea or phrase is frequently repeated to make sure it sticks in your brain.
- Intense intelligence-dampening is performed by providing you with constant short snippets of information on various subjects. This trains you to have a short memory, makes the amount of information feel overwhelming, and the answers provided by the manipulator to be highly desired due to how overwhelmed you feel.
- Emotional manipulation is used to put you in a heightened state, as this makes it harder for you to employ logic. Inducing fear and anger are among the most popular manipulated emotions.
When reading this list, you’re likely able to think of a few examples of these techniques. News channels and political parties often repeat a consistent message when they want to get their point across. Short snippets of information is also a common tactic on news networks. Advertisers love to offer choices that all lead to their product, and emotional manipulation is common in people you’ll encounter as well as in most forms of media—even seemingly (and sometimes actually) harmless mediums like film. These techniques are everywhere. They aren’t turning you into a zombie, but they are informing many of your choices. The good news is that you can avoid them if you’re proactive.

All you need to do is the following:
- Identify the manipulative message you’ve received.
- Find an opposing message, whether it’s manipulative or not. Also attempt to find the most neutral and unbiased account of that same message.
- Compare your different sources and decide how you feel.
Brainwashing, whether mild or extreme, is possible in a large part due to isolation. If you only hear the brainwashed message on a regular basis, and rarely (or never) expose yourself to alternatives, you’re going to be far more likely to accept what you hear without thinking. If you want to avoid the brainwashing techniques discussed in this post, your best bet is to surround yourself with a spectrum of information rather than simply settling for the message that makes you feel comfortable. After all, that’s often what the message is aiming to do.

If you’ve ever been convinced by a salesperson that you truly wanted a product, done something too instinctively, or made choices that seemed entirely out of character, then you’ve had an idea planted in your mind. Here’s how it’s done.
If you’ve seen the film Inception, you might think that planting an idea in someone’s mind is a difficult thing to do. It’s not. It’s ridiculously easy and it’s tough to avoid. We’re going to take a look at some of the ways it can work.
Reverse Psychology Actually Works
Reverse psychology has become an enormous cliché. I think this peaked in 1995 with the release of the film Jumanji. (If you’ve seen it and remember it, you know what I’m talking about.) The problem is that most people look at reverse psychology in a very simple way. For example, you’d say “I don’t care if you want to go risk your life jumping out of a plane” to try and convince someone not to go skydiving. This isn’t reverse psychology—it’s passive-aggressive. So let’s leave that all behind and start from scratch.
If you’re going to use logic reversals in your favor, you need to be subtle. Let’s say you want your roommate to do the dishes because it’s his or her turn. There’s always this approach:
“Hey, would you mind doing the dishes? It’s your turn.”
But in this example we’re assuming your roommate is lazy and the nice approach isn’t going to get the job done. So what do you do? Something like this:
“Hey, I’ve decided I don’t want to do the dishes anymore and am just going to start buying disposable stuff. Is that cool with you? If you want to give me some money, I can pick up extras for you, too.”
What this does is present the crappy alternative to not doing the dishes without placing any blame. Rather than being preoccupied with an accusation, your roommate is left to only consider the alternative. This is how reverse psychology can be effective, so long as you say it like you mean it.
Never Talk About the Idea — Talk Around It
Getting someone to want to do something can be tough if you know they’re not going to want to do it, so you need to make them believe it was their idea. This is a common instruction, especially for salespeople, but it’s much easier said than done. You have to look at planting ideas in the same way you’d look at solving a mystery. Slowly but surely you offer the target a series of clues until the obvious conclusion is the one you want. The key is to be patient, because if you rush through your “clues” it will be obvious. If you take it slow, the idea will form naturally in their mind all by itself.
Let’s say you’re trying to get your friend to eat healthier food. This is a good aim, but you’ve got a tough enemy: they’re addicted to the Colonel and need a bucket of fried chicken at least once a day. Out of concern you tell them to eat healthier. They either think that’s a good idea and then never do anything or just tell you to stop nagging them. For them to realize what they’re doing to their body, they need to have an epiphany and you can make that happen by talking around the issue.
To do this you need to be very clever and very subtle, otherwise it will be obvious. You can’t just say “oh, I read today that fried chicken is killing 10 million children in Arkansas every year” because that’s a load of crap and comes with an incredibly obvious motivation for saying it. If chicken is the target, you need to make chicken seem really unappealing. Next time you sneeze, make a joke about coming down with the avian flu. When you’re ordering at a restaurant together, verbally convey your decision to order something other than chicken because you just learned how most chicken is processed by restaurants. When you’ve done enough of these things—and, again, with enough space between them so that it doesn’t seem like odd behavior—you can start being a little more aggressive and stop going with your friend to get fried chicken. You can also take proactive steps to improve your own health and tell your friend 1) what you’re doing, and 2) how well it’s working for you. After a few weeks, if your friend hasn’t decided to reconsider his or her position on frequent fried chicken, you can casually mention it and they should be much more open to having a real discussion.
Undersell
Underselling is probably one of the easiest and most effective ways to plant an idea in someone’s mind. This is another version of reverse psychology but at a less aggressive level. Let’s say you’re trying to sell someone a hard drive. They could buy a 250GB, 500GB, or 1TB hard drive. You want to sell the largest hard drive possible because those cost more and mean more money for you. Your buyer is coming in with the idea that they want to spend the least money possible. You’re not going to get very far by telling them they should spend more money when you know they don’t want to. Instead, you need to cater to what they want: the cheap option. Here’s a sample dialogue:
Buyer: Can you tell me about this 250GB hard drive? I want to make sure it will work for me.
You: What kind of computer do you have and what do you want to use it for?
Buyer: I have a 2-year old Windows laptop and I need it to store my photos. I have about 30GB of photos.
You: 250GB is definitely more than enough for just storing your photos, so as long as you don’t have many more files you might want to put onto the drive it should be just fine for your needs.
This last sentence instills doubt in the buyer. You could even add “you’d only need a larger drive if you wanted to be absolutely sure you’ll have enough space in the future” but that might be pushing it a little bit. The point is, if you appear to have their best interests at heart it can be easy to make them think they want to buy more from you.
Again, I’d like to take this opportunity to remind everyone that planting ideas in the minds of others is not necessarily a nice thing to do. Use this information to detect when someone’s doing it to you and not necessarily as a guide to do it to somebody else.

versteckter Kamera gedreht und hat sie gefunden: die Kindersklaven, die
es auf den Kakaoplantagen offiziell gar nicht gibt.
Diese
wachrüttelnde Doku zeigt am Beispiel von Schokolade, dass Auswüchse wie
Menschenhandel, Kinderarbeit und Sklaverei nach wie vor Teil der
internationalen Kakao-Produktion sind. Allein an der Elfenbeinküste, die
fast die Hälfte des weltweiten Kakaos herstellt, arbeiten laut Unicef
weit mehr als 200.000 Kinder zwischen neun und zwölf Jahren.
Zehntausende von ihnen stammen aus den Nachbarländern und werden von
Schleppern in einem großangelegten Menschenhandel an die Plantagen der
Elfenbeinküste verkauft, zu einem Preis von umgerechnet etwa 250 Euro.
Die europäischen Schokolade-Produzenten geben sich zufrieden mit einem
Abkommen über ein Verbot von Kinderarbeit und Kinderhandel, das sie
unterzeichnet haben — ob es auch eingehalten wird, interessiert
offenbar nicht weiter.

Utl.: Anwaltskammer-Präsident Rupert Wolff ortet Zusammenhang mit Telekom E-Mails
Wien (OTS) – Das Nachrichtenmagazin NEWS berichtet in seiner am
Donnerstag erscheinenden Ausgabe von einer geplanten Änderung der
Strafprozessordnung mit der das Redaktionsgeheimnis einfach
ausgehebelt werden kann. Betroffen von der Novelle sind auch Anwälte,
Notare, Steuerberater, psychosoziale Dienste und Ärzte.
Wird eine Person aus einer dieser Berufsgruppen künftig als
Beschuldigter deklariert, kann er der Sicherstellung von ihm
vorliegenden Aufzeichnungen oder Daten nicht mehr widersprechen. Die
Sicherheitsbehörden kommen somit in den Besitz des gesamten Akten-
oder Datenbestands einer Redaktion oder Anwaltskanzlei. Anstelle
eines unabhängigen Richters soll künftig der Staatsanwalt selbst
darüber entscheiden, welche Teile dieses Materials zum Akt genommen
werden. Zur Sichtung darf der Staatsanwalt auch “Hilfskräfte” somit
auch ermittelnde Polizeibeamte einsetzen.
Karls Novelle wurde heimlich durchgezogen. Bis zum Ende der
Begutachtungsfrist am 7. Februar 2012 war von diesen Änderungen in
der Strafprozessordnung keine Rede. In der Vorlage für den
Ministerrat waren die Änderungen plötzlich enthalten und wurden dort
auch so beschlossen.
Der Präsident des Österreichischen Rechtsanwaltskammertages Rupert
Wolff findet drastische Worte für Karls Pläne: “Das ist nicht Ungarn,
das ist Aserbaidschan.” Wolff erkennt zudem einen Zusammenhang mit
den von NEWS veröffentlichten Telekom E-Mails: “Wenn man sich den
zeitlichen Ablauf vor Augen hält, zwischen Begutachtungsende und
Ministerrat, stich das Ereignis der Veröffentlichung der Telekom
E-Mails am 15. Februar ins Auge. Unserer Meinung nach könnte das ein
Anlass für die nachträgliche Änderung des Gesetzesentwurfes sein.”

Trial begins of Geir Haarde, the first politician in the world to face charges over 2008 financial crisis

The former prime minister of Iceland has become the first politician in the world to stand trial over the 2008 financial crisis.
Geir Haarde, who was ousted after Iceland’s three biggest banks collapsed and the country’s economy went into meltdown, could be jailed for two years if found guilty of gross negligence in failing to prepare for the impending disaster. He denied the charges and claimed that “only in hindsight is it evident that not everything was as it should have been”.
Haarde was instrumental in transforming Iceland from a fishing and whaling backwater into an international financial powerhouse before the credit crunch caused the economy to crash almost overnight.
The Icelandic parliament’s “truth report” into the causes of the crisis that forced the country to borrow $10bn (£6.3bn) to prop up its economy, accused him of “gross negligence”. He is also accused of failing to rein in the country’s fast-growing banks, whose paper value before the crash had ballooned to 10 times the gross domestic product of the island state of 320,000 people. And he is alleged to have withheld information that indicated the state was headed for financial disaster.
The country’s three biggest banks – Glitnir, Kaupthing and Landsbanki – went bust within weeks of each other after the collapse of Lehman Brothers in the US sparked the credit crunch in 2008.
“None of us realised at the time that there was something fishy within the banking system itself, as now appears to have been the case,” Haarde told the court in the capital of Reykjavik on Monday. “I think it’s illogical to think that I or anyone else in the government could have reduced the size of the banks to a greater extent than was done at the time.”
He is accused of failing to prevent the contagion from spreading to the UK by not insisting that Icelandic banks ringfence their overseas operations. The crisis sparked a diplomatic row with the UK as the demise of Landsbanki brought down its British internet banking arm, Icesave, leaving British councils, universities and hospitals more than £1bn out of pocket.
Gordon Brown, who was British prime minister at the time of the collapse, accused Haarde of “unacceptable” and illegal” behaviour over its failure to guarantee to reimburse UK customers of the bank. The British government stepped in to protect most savers, at a cost of £3.2bn but it is continuing to demand compensation from Iceland to cover the cost.
The crisis also led to the demise of Baugur, the British retail investor which owned stakes in House of Fraser, Debenhams and Woolworths.
Haarde, who led the right-leaning Independence party and was prime minister from 2006 to 2009, rejected all the charges as “political persecution” from the country’s left-leaning government, and said he would be vindicated by the trial. He said Icelanders’ interests were his “guiding light” and insisted that his conscience was clear.
The trial is expected to last until mid-March, with the court taking another four to six weeks to deliver its verdict.
Haarde has become the first person to ever stand trial at the country’s Landsdómur criminal court, which was created in 1905 to hear charges brought against ministers. He was one of four former Icelandic ministers blamed by the “truth report” for causing the crisis, but parliament voted last year that he should be the only person to stand trial.
The others named in the report were the former finance minister Árni Mathiesen and former minister of commerce Björgvin Sigurdsson, and Davíd Oddsson, a former prime minister who was running the country’s central bank at the time.
