I lived in Brazil for 18 years without truly knowing who I was. I studied and grew up surround by the same group of people all along, we were together for my entire life, and I am not necessarily talking about best friends here, but classmates and acquaintances.

Objectives: The objectives of the FP7 research theme ‘Security’ are:
- to develop the technologies and knowledge for building capabilities needed to ensure the security of citizens from threats such as terrorism, natural disasters, and crime, while respecting fundamental human rights and privacy.
- to ensure optimal and concerted use of available and evolving technologies to the benefit of civil European security;
- to stimulate the cooperation of providers and users for civil security solutions;
- to improve the competitiveness of the European security industry;
- to deliver mission-oriented research results to reduce security gaps.

Subdivisions of Programme: The following information was based on the official information available at the time of writing. Priorities and activities may change.

Activities will address the following mission areas:

- Security of citizens: delivering technology solutions for civil protection, including bio-security and protection against risks arising from crime and terrorist attacks.

- Security of infrastructures and utilities: analysing and securing existing and future public and private critical/networked infrastructure (e.g. in transport, energy, ICT), systems and services (including financial and administrative services).

- Intelligent surveillance and border security: focusing on technologies and capabilities to enhance the effectiveness and efficiency of all systems, equipment, tools and processes as well as methods for rapid identification required for improving the security of Europe’s land and coastal borders, including border control and surveillance issues.

- Restoring security and safety in case of crisis: focusing on technologies providing an overview of, and support for diverse emergency management operations (such as civil protection, humanitarian and rescue tasks), and on issues, such as inter-organisational preparation, coordination and communication, distributed architectures and human factors.

The above four areas will be supported by the following themes of a more cross-cutting nature:

- Security systems integration, interconnectivity and interoperability: Intelligence, information gathering and civil security, focusing on technologies to enhance the interoperability of systems, equipment, services and processes, including law enforcement, firefighting, civil defence and medical information infrastructures, as well as on the reliability, organisational aspects, protection of confidentiality and integrity of information and traceability of all transactions and processing.

- Security and society: mission orientated research which will focus on socio-economic analyses, scenario building and activities related to: cultural, social, political and economic dimensions of security, communication with society, the role of human values and policy-making, psychology social environment of terrorism, citizens’ perception of security, ethics, protection of privacy, societal foresight and systemic risk analysis. Research will also address technologies that better safeguard privacy and liberties, and will address vulnerabilities and new threats, as well as the management and impact assessment of possible consequences.

- Security research coordination and structuring: coordination of European and international security research efforts and development of synergies between civil, security and defence research, improvement of legal conditions, and encouragement to the optimal use of existing infrastructures.

Implementation: Across all themes support for transnational cooperation will be implemented through:

- Collaborative research: Collaborative research will constitute the bulk and the core of Community research funding. The objective is to establish, in the major fields of advancement of knowledge, excellent research projects and networks able to attract researchers and investments from Europe and the entire world, strengthening the European industrial and technological base and supporting Community policies. This will be achieved through a range of funding schemes:
- Collaborative project
- Networks of excellence
- Coordination and support actions

- ‘Joint Technology Initiatives’: In a very limited number of cases, the scope of an RTD objective and the scale of the resources involved justify setting up long-term public private partnerships in the form of Joint Technology Initiatives. These initiatives, mainly resulting from the work of European Technology Platforms, and covering one or small number of selected aspects of research in their field, will combine private sector investment as well as national and European public funding, including grant funding from the Research Framework Programme and loan finance from the European Investment Bank.

In the outcome of the Ad Hoc Working Group on Long Term Cooperative Action at the Durban COP17, the LCA invited “views on modalities and procedures for financing results-based actions and considering activities related to decision 1/CP.16, paragraphs 68–70 and 72″.

A project sponsored by the European Commission under Framework Programme 7 (FP7), and supported by the Ministry of Information and Communication Technologies (MCIT), Government of India, is believed to be an ambitious strategic initiative with the core objective to enhance the impact of the significantly progressing EU-India research policy dialogues in the Information Technology domain.

It’s very easy to make yogurt without a yogurt maker. For equipment, you’ll need a two-quart saucepan, a candy or dairy thermometer (optional but helpful), a one-quart mason jar, and a whisk that will fit into it. You also need a method for keeping your yogurt warm while it cultures.

Die 114. Montagsdemo war die vorerst letzte auf dem Schillerplatz. Für die nächsten zwei Wochen erteilte das Ordnungsamt keine Zusage, so dass vorerst auf den Marktplatz ausgewichen werden muss. Der Ver- sammlungsort für danach steht noch nicht fest und wird beim großen Ratschlag entschieden. Das waren gute Nachrichten von der Bühne, den der Marktplatz erscheint mir denkbar ungeeignet für unsere Montagsdemos.

Weder der Minister, noch die ÖH und am allerwenigsten die Studierenden wollen die StEOP. Trotzdem werden seit 2011 Erstsemestrige lebenslang für ein Studium gesperrt, wenn sie die Eingangsprüfungen nicht bestehen.

Im März 2011 beschloss der Nationalrat die Einführung einer neuen Studieneingangs- und Orientierungsphase, kurz StEOP. Sie verändert die Studienpläne des ersten Semsters jener Studienrichtungen, die keine Zugangsbeschränkung haben.

Anhand neuer Prüfungen mit jeweils zwei Antrittsmöglichkeiten soll festgestellt werden, ob Studierende für das jeweilige Studium geeignet sind. Wer die Studieneingangs- und Orientierungsphase nicht besteht, ist lebenslang für das Studium gesperrt. Studierendenvertreter kritisierten schon bei der Einführung, dass die SteOP das erste Semster zur reinen Knockout-Phase machen würde. Ein Jahr später liegt ein erster Evaluierungsbericht vor.

2300 Erstsemestrige haben sich an „STEOPWATCH“ beteiligt, einer Umfrage der Österreichischen Hochschülerschaft. Wichtigstes Ergebis für ÖH-Vorsitzende Angelika Gruber: 70% der Studierenden finden, dass die StEOP keineswegs der Orientierung im Studium dient. Noch mehr Erstsemestrige kritisieren den Prüfungsmodus: “80% der befragten Studierenden haben angegeben, dass sie mittels Multiple-Choice-Prüfungen abgeprüft bzw. rausgeprüft worden sind”, so Gruber. “Zumindest kann man sagen, dass man nach der StEOP das System des Kreuzerltests gut beherrscht.”

Esel oder Eule?

Berühmtheit hat etwa die sogenannte “Eselsfrage” erlangt: Sie wurde bei einer Eingangsprüfung im Pädagogik-Studium gestellt und lautete: “Welches Tier ist symbolhaft für den Unterricht?” Als mögliche Antworten standen Esel, Eule, Tiger und Katze zur Auswahl. Für Wolfgang Weigel vom Verband der Universitätslehrerinnen und -lehrer ein Beispiel für eine problematische Art der Fragestellung: “Zu sagen, es gäbe nur eine richtige Antwort, ist in so einem Fall verfänglich. Eine offene Antwort kann nur dann erwartet werden, wenn eine Begründung folgt. Wenn man sagen kann: Ich sage Eule, weil…” Im Test für die Erstsemestrigen des Pädagogikstudiums war “Eule” jedenfalls die falsche Antwort. Der Esel repräsentiere den Unterricht, weil man unaufmerksamen Kindern in Schulklassen lange Zeit die “Eselsmütze” aufsetzte – so wurde das in der Vorlesung gelehrt.

Weigel verteidigt dabei die zuständige Lehrende, auch sie sei ein Opfer des Systems. Mit den Studierendenvertretern solidarisiert sich der Presse-Referent des UniversitätslehrerInnen-Verbands ebenfalls. “Wir sind ja die Bösen, die diese Prüfungen dann durchführen müssen. Aber wir sehen das, was hier geschieht, nicht als funktional angemessenes Modell an.”

Die Kombination aus Pädagogik- und Lehramts-Studien stellt überhaupt einen Sonderfall dar und zeigt eines der gravierendsten Probleme mit der StEOP. Stefan Kastel etwa studierte Lehramt Deutsch, Lehramt Geschichte und Pädagogik. Die Studieneingangsphasen der ersten beiden Fächer bestand er, die dritte verhaute er beide mal. Jetzt ist er für alle Lehramts-Studien an der Universität Wien gesperrt – lebenslang. Kastl engagiert sich bei der Initiative “Steop=Stop” – und hat das Studium gewechselt. Die ÖH kritisiert, dass die Träume von Studierenden, sich in ihren Interessensgebieten zu bilden und in diesen zu arbeiten, zerplatzen.

Ein Semester aufgrund einer verhauten Eingangsprüfung zu verlieren, kann aber auch den Verlust von Stipendium oder Familienbeihilfe bedeuten, weil man die in diesem Semester erforderlichen ECTS-Punkte dann vielleicht nicht erhält.

Problematisch ist für ÖH-Vorsitzende Janine Wulz außerdem die Verknüpfung der Studiengeingangsphase mit Visa: “Studierende aus Drittstaaten haben ein Studierenden-Visum. Dieses ist ganz spezifisch für ein Studium ausgestellt. Wenn sie in diesem Studium die StEOP nicht bestehen – schließlich gibt es nur eine Prüfungswiederholung – dann bedeutet das unter Umständen, dass sie ihr Visum verlieren.”

Alles in allem würde die StEOP nicht der Orientierung dienen, so Wulz, sondern sei eine Zugangsbeschränkung.

Keiner will sie

Auch Wissenschaftsminister Karl-Heinz Töchterle teilt die Kritik der Studierenden an der StEOP, zieht aber andere Schlussfolgerungen. Der Minister sieht sich bestärkt in seiner Forderung nach neuen Zugangsregelungen: “Dann brauche ich diese Studieneingangsphase nicht für etwas anderes zu missbrauchen als dafür, wofür sie gedacht ist. Sondern ich kann wirklich informieren.”

Die ÖH fordert eine prüfungsfreie Orientierungsphase, in der das Studium und auch die Berufsmöglichkeiten nach dem Studium vorgestellt werden. Police arrested three and charged two more with conspiracy after evidence was gathered by LulzSec leader Hector Xavier Monsegur - aka “Sabu” - who is believed to be secretly working for the government.

After a few weeks of protests and negotiations, cleaners in The Netherland went on strike on the 27th of February. Yesterday, they occupied the VU University of Amsterdam with the help of dozens of activists with the intention of doing an ongoing sit-in. The contractors of the cleaning companies such as Philips, the ministries and the universities proceed to gradually cut back on cleaning expenses.

In a blog post, Robert Krulwich of the public radio show Radiolab noted that there is no pink in the colors of the rainbow. The Democratic Republic of the Congo’s Virunga National Park employs a lean, mean team of crime-fighters to take on evil elephant poachers. These elite commandoes are fearless trackers, work for practically nothing, have exceptional loyalty, and are a pack of adorable puppies.

Meet Carla, Stella, Lila, Dodi, Lily, and Sabrina. The bloodhounds -- or Congohounds, as they’re called in Virunga -- are currently being trained to protect the National Park’s animals from poachers.

If you wondered why #stopkony and #kony2012 were all of a sudden trending on Twitter, you can thank the U.S. charity Invisible Children. They've created a widespread campaign to educate the Western world about the horrific crimes of Ugandan warlord Joseph Kony.

Even though the International Criminal Court indicted Kony for these “crimes against humanity” as the leader of the Lord’s Resistance Army, his deeds have gone largely unnoticed by the Western public, and he remains on the loose.

ACTA, das umstrittene Anti-Piraterieabkommen, wurde bereits von vielen EU-Staaten unterzeichnet. Bevor es in Kraft treten kann, ist die Zustimmung des EU-Parlaments nötig. Unsere Infografik erklärt den komplizierten Verhandlungs- und Ratifikationsprozess. Eine Zeitleiste zeigt die wichtigsten Etappen der vergangenen Jahre.

Die EU-Kommission will ACTA an den Europäischen Gerichtshof verweisen, um zu prüfen, ob der Vertrag EU-Recht verletzt. Der britische Sozialdemokrat David Martin, der als Berichterstatter die ACTA-Debatte im Handelsausschuss des EU-Parlaments leitet, will ebenfalls den EU-Gerichtshof anrufen.

Doch anstatt sich der Anfrage der EU-Kommission anzuschließen, fordert Martin eine eigenständige Anfrage des EU-Parlaments. Da die Richter sich nicht allgemein zu ACTA äußern, sondern immer unter Bezug auf eine spezifische Fragestellung, könnte die Formulierung der Fragen die Entscheidung der Richter für oder gegen ACTA beeinflussen.

British Facebook users were unable to access the website this morning when it suffered a major failure across Europe.

The firm blamed the two-hour blackout on “technical problems”, but did not provide details.

Third parties suggested a problem with Facebook’s European DNS servers may have been at the root. These machines connect the address “Facebook.com” with the actual content of the website, and during the outage attempts to contact to them as normal received no response.

Users in Europe who accessed Facebook via DNS servers in the United States were able to do so without problems, however.

In a DDoS attack, hackers deliberately render servers inaccessible by overloading them with traffic. Such a barrage aimed at DNS servers can make it impossible to connect users to a website when they type the address.

“Today we experienced technical difficulties causing the site to be unavailable for a number of users in Europe,” a Facebook spokesman said.

“The issue has been resolved and everyone should now have access to Facebook. We apologize for any inconvenience.”

The blackout also affected users in France, Germany, Russia and South Africa, among others.

Facebook, which has about 845 million active users worldwide, last month announced plans to raise $5bn in an stock market fflotation expected to value the company at between $75bn and $100bn.

Kony 2012: Over 7 Millions Views in Two Days ››thenextweb.com

It’s not often that a half hour online documentary about conflict in an African country gets over 7 million views in the space of two days. But that is exactly what ‘Kony 2012′, a video produced by non-profit Invisible Children and directed by Jason Russell, has achieved.

On Vimeo, the video received 5.4 million views, while on YouTube, it’s closing in on 2 million, with no signs of slowing down. It’s hard to watch at times, telling the story of tens of thousands of Ugandan children who have been abducted into an army, forced to fight for a man who will do anything to stay in a position of power. Some estimates put the number of children who have been forced to fight for Joseph Kony as high as 66,000.

Leading the Lord’s Resistance Army (LRA), Joseph Kony is at the top of the International Criminal Court’s (ICC) list of war criminals. Since 1986, the LRA has continued to commit crimes against humanity including rape, murder, enslavement and pillaging. His history is a long list of anguish and death, which has for the most part, gone unnoticed by the world.

Invisible Children’s campaign, Kony 2012, is changing that. In the space of two days, the story has been catapulted to the forefront of several social networks, and has been noticed by millions of people. At the time of writing, there are 3 trending topics dedicated to the issue on Twitter, with hundreds of thousands of tweets containing a variety of keywords including Kony, Kony2012, Uganda and Invisible Children.

Invisible Children’s latest Facebook post about the campaign has received over 10,000 likes, over 1,000 shares, and about 800 comments. In fact, the campaign has seen such an overwhelming response that the site was crashing on the first day due to heavy traffic.

So what exactly is Invisible Children calling on people to do? Kony 2012 is an elaborate campaign which aims to make Kony famous. The campaign calls on getting 20 well-known celebrities on board, and having them bring more attention to the cause.

Taylor Swift, Rihanna, Zooey Deschanel and Stephen Fry are among the first to have taken to Twitter to spread the word. Kony 2012 is also encouraging people to contact 12 policy makers in the US who can make a difference to ensure that real change is brought about.

On April 20, the campaign is culminating offline. With hundreds of thousands of posters, stickers and flyers printed and available for purchase, Jason explains in the video what will take place. “We will meet at sundown and blanket every street in every city until the sun comes up. We will be smart and we will be thorough. The rest of the world will go to bed Friday night, and wake up to hundreds of thousands of posters demanding justice on every corner.”

He goes on, ”The technology that has brought our planet together is allowing us to respond to the problems of our friends.”

Invisible Children is no stranger to successful social media campaigns. Between its Twitter and Facebook accounts, it has almost 1 million fans, and has a strong, active and engaging online presence.

That said, the campaign has taken on a huge task – not only to “make Kony famous”, but for that infamy to result in his arrest, in the space of just one year.

I like this photo. It tells so much about life. It is very impotant to make a state of mind to change your life the way you want it to change. Right now, I'm lying in bed and coughing my lungs out, while everybody else is outside in the sun with their friends. Yes, this really sucks, but guess what? If I don't think positive, do the things I can do to get better, trust my medicine and seing myself be recovered, I will mostly be here for a long time....
